I signed on to balance the game once it is ready. I can do that if you still want me to. I have a pretty good understanding of the weapons of the time and their effectiveness, but my knowledge of the cultures is sadly somewhat lacking.

Mel: Romans in Vanilla had the best units, yet they where sometimes crushed. Also that is talking in stats ratio on armor and weapon.

Well Aztecs had one of the most standardized and fearsome military of Mesoamerica.... I'm sure the historians amongst us can attest to that with their capulli and macehualtins with the knightly orders and their rankings... standardized arrow lengths... etc.etc.
but Mayans were some of the toughest natives to conquer, using the terrain and their decentralized status to give the Spaniards hell. Especially in the highlands, the Pokoman (not to be confused with Pikachu's buddies), the K'iche, and the Kaqchiquel had fortified cities atop hills that were only accessible from narrow paths... esp. the Pokoman capitol of Mixco Viejo...
so I'd say between the Incas and Aztecs, they'd get some of the best technologies and units for war... but also some of the worst when it comes to the death of a faction leader. As we all know the two empires were very powerful but quickly fell without their all-important godly leaders...
the Mayans are a little like the Mapuche in the south... in terms of their tenacity... perhaps Mayans can have ambushing and fortification advantages?
just some thoughts

I think things should be balanced to a point. But if something is superior historically, than it should be superior in the game.
