OK, so I've spent the last three days researching Aztec provinces that existed at the time of Cortez's arrival. I will assume that these also existed hundred years prior during the Aztec's main era of expansion. I've found many cities listed in journals written by people who traveled with Cortez and have attempted to include the ones that seemed to be the most important or largest at the time of their arrival. At the moment i have about 30 provinces total between the Aztec and Mayan areas, I am hoping to get a little about 40. The way the map will look is, a sort of high density of towns and provinces around the Valley of Mexico and spreading out from there, then another semi-dense area in the Yucatan.
What will make the game more challenging is that it will sort of be broken into two parts. The first is to consolodate your local power and conquer near by provinces. Then the second part will be marching your army out into the wilds. The third will be conquering the larg empire that has built up on the other side of the wild lands.
THe starting cities for the Aztec will be those of the Triple Alliance located in the Valley of Mexico, those cities are, Tenochtitlan, Texcoco, Tlacopan as well as Teotihuacan. Unless you guys feel we should start off with an additional city in the Valley of Mexico, Azcapotzalco, which was in control of the valley and the cities of Texcoco and Tlacopan when the Mixteca arrived in the valley. In 1427 the alliance was formed to defeat the Tepanecs of Azcapotzalco.
In much clearer words. We could make it so that when you start the game you have one city (or two since Tlacopans rulers broke from Azcapotzalco and joined Tenochtitlan) in the middle of a lake surrounded by three others. Your generals are Itzcoatl (the first ruler of the Mixtica after the Tepanecs assassinated his father, Chimalpopoca), Nezahualcoyotl (the displaced prince of Texcoco), and Totoquihuaztli the ruler of Tlacopan. With these you must first conquer the Tepanec (we'll call them rebels eh?) and secure control of the Valley of Mexico. What do you think?

I made Cholula a Tlaxcalan province even though it really wasn't only because this was an important city for the Aztec where after its capture each new emperor went to receive a blessing and be confirmed. I think starting with another faction owning this would help and allow us to give the Aztecs a scripted bonus when they capture it. OK, this is the final list I will be using. Let me know if you have any questions. There exactly 50 Provinces.

isee you have only one city for the Tlaxcallans. Does this mean that they are going to start with only one city but with a stronger army than the rest? because otherwise it will be unfair for them to start only with one city and the other civs with two or three and have the same amount of units as the others

No, it just means I haven't finished properly coding the desc_strat file. I'll update the above list as I do. The ones that are complete are the Tapenec and the Aztec. I believe Zalapna and Zempoala will be Tlaxcalan citites. I made this list based on my notes here at work since I don't get much computer time in at home.

hehe thats what i do also Rah. All the building models are done at work and once i get back in the house i model my maya. The maya general is almost finished so that means that i can soon start skinning at home and model at work...

The northern province should be either Chihuahua or Zacatecas make it rebel cities since the Chichimec aren't included.
